Speaker Biographies

 

Marie Salamone CCP, MBA Partner.  Marie has more than 35 years of experience in government contract cost accounting, regulatory compliance, cost engineering, construction claims analysis and litigation. Marie’s industry experience includes not only the Department of Defense, but also life science, biotech, and pharmaceutical specialties.

 

Professional Experience: Marie is experienced in a wide range of cost accounting and regulatory compliance matters related to government contracts. Marie has successfully provided counsel to companies navigating matters spanning the entire contract life cycle. Marie has advised and supported contractors through the various stages of proposal preparation, ongoing compliance with contract terms and conditions, audit support, and contract closeout while acting as liaison
to contracting officers and cognizant audit agencies on behalf of her clients’. Prior to joining Capital Edge Consulting, LLC, Marie spent over twenty years providing consulting focused regulatory compliance, cost engineering, construction claims analysis and litigation.

 

Marie is a contributing author of two books, Government Contract Cost Accounting and Government Contract Audits and Compliance, and two National Contract Management Association (NCMA) articles on Government Contract Cost Accounting. Marie is also a contributor to the Capital Edge Consulting newsletter and is instrumental in developing government contract cost accounting training programs for Capital Edge clients and for nationally recognized training providers. Marie has also presented professionally at NCMA’s Boston March Workshop and has taught classes and webinars for Federal Publications, Thompson Grants and the Public Contracting Institute.

  • Developing numerous incurred cost proposals for a wide variety of clients, ranging from very simple to very complex rate structures

  • Developing Provisional Rate Analyses
  • Providing indirect rate structure analyses and recommendations
  • Developing Cost Volumes for Bid and Proposal Efforts
  • Developing Termination Proposals, Requests for Equitable Adjustment (REA)
  • Preparing Policies and Procedures for Accounting Systems and Property Systems
  • Providing audit support to clients undergoing various DCAA and other agencies audits
  • Testing and evaluating of government property and accounting business systems and designing corrective action recommendations across a number of different industries
  • Implementing corrective action plans following business system reviews, including policy and procedure development and training
  • Developing CAS (CASB DS-1) Disclosure Statements
  • Developing CAS cost impact analyses following cost accounting practice changes
  • Developing construction related claims, and related litigation support

Marie is a Certified Cost Professional, long time member of the Association for the Advancement of Cost Engineering (AACE) and participates in National Defense Industrial Association’s (NDIA) Property Committee Meetings. Marie is an active member of Medical Technology Enterprise Consortium (MTEC) which Capital Edge is a M-Corps member of MTEC.  Education: Marie earned a Master of Business Administration degree from LaSalle University and a Bachelor of Science degree in Electrical Engineering from Bucknell University.

Evan Slebrch is a Senior Consultant with Capital Edge Consulting, LLC, located in Mclean, VA. He has experience in providing professional support to government contractors and Federal grant awardees in the areas of regulatory compliance, procurement, and government contract cost accounting. Evan has expertise in Cost Accounting Standards (CAS), Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Department of Energy Acquisition Regulation Supplement (DEARS) and the Davis-Bacon Act.  Professional Experience: Evan has completed Incurred Cost  Submissions (ICS). Additionally, he is skilled in Forward Pricing Rate Budget Estimates and Provisional Rate Models. He is experienced in the development of policy and procedure manuals for clients who have been awarded Federal contracts. Evan has also developed training curricula in the areas of procurement, Federal grant award compliance, and indirect rates.  Education: Evan earned his Bachelor of Science in Business Administration in Global Supply Chain Management from West Virginia University’s John Chambers College of Business and Economics.  Specific areas of government contract consulting expertise include:
