Speaker: Mark Hijar, Founder of ProcureLinx
Bio: Mark Hijar is an industry-recognized expert in federal supply chain compliance with experience ranging over more than 140 CPSRs. He has also successfully supported competitive and sole source proposal processes (including FMS), property audits, small business audits, and has assisted with Incurred Cost Audit responses. During a single ICA, Mark worked along with the client to reduce DCAA’s audit-ending request for reimbursement by nearly $3M (90% from the initial request).
Mark is former counsel for a publicly traded government contractor, where he oversaw the company’s intellectual property portfolio, export compliance, purchasing system administration, and contract negotiations. During his time as corporate counsel, he and his staff negotiated and executed more than 8,000 contracts and agreements.
Along with published articles on CPSR compliance in CM Magazine, Mark serves as a recurring speaker for various local NCMA chapters including the Dulles Corridor, Free State, Potomac, and Old Dominion Chapters. Mark has also provided presentations upon request in Stafford, VA for the USMC Small Business Office and for the Greater Washington Society of CPAs (GWSCPA). Mark was a featured speaker at the 2019 NCMA World Congress in Boston, MA and presented at NCMA 2020 Virtual SUBCON on CPSR issues. Mark presented two (2) sessions at 2022 SUBCON as well as 2 sessions at 2022 World Congress in Chicago, IL. In 2023, Mark has presented at 2023 SUBCON as well as provided training for three regional NCMA chapters. This summer, Mark presented an extended session on Price Analysis at the 2023 NCMA World Congress in Nashville, TN and will be a featured speaker at GCMS in November. Mark was also named a member of the NCMA Board of Advisors for the 2024 program year.
