Roberto (Bob) Spremulli is a contractor for Ernst & Young LLP’s Government Contract Services (GCS) team, assisting clients with property management compliance matters. Bob has over 38 years of diversified experience in government property management, contract administration, auditing and accounting. As a Senior Property Manager in his last position, he maintained a compliant government property system approved by the DCMA for 25 consecutive years. Bob is a subject matter resource in the property management lifecycle, system applications, audit planning and implementation, corrective action planning and execution. Bob is an active member in the National Property Management Association (NPMA) where he is also recognized as a Consulting Fellow.
Angel Rosario, Supervisor, Government Contract Property at Defense Contract Management Agency (DCMA)
Angel Rosario is a Supervisor in the Government Contract Property Center of the Defense Contract Management Agency (DCMA). He has more than 20 years of government property management experience. Angel began his career with the US Marine Corps where he gained extensive experience in numerous positions related to administrative operations and logistics. In 2011, he joined the Defense Contract Management Agency as an Industrial Property Management Specialist and later became a Property Administrator. He has worked with multiple defense contractors and has deep experience in contract property management training, asset management, auditing, and organizational leadership. Angel currently leads a team of Property Administrators overseeing defense contractors in the North Atlantic Continental United States.

Andrew Johnian is a Staff in EY’s Government Contract Services practice based in Boston, MA. Andrew assists clients in enhancing contractor business systems, internal controls, transaction due diligence, and export control compliance. Prior to joining EY, Andrew spent a few years at The Charles Stark Draper Laboratory, Inc. where he supported contracts, subcontracts, procurement, and property operations.
Andrew holds a BA degree in Political Science from Fairfield University and a MA degree in National Security Studies from Georgetown University. He is a member of the FBI InfraGard Alliance, the Domestic Security Alliance Council, and ASIS International.
